The Administration can hire top recent graduates directly into certain General Schedule professional jobs without following some usual hiring rules, as long as the job was publicly announced under OPM rules and the person meets the degree and GPA requirements. Professional position: a job that needs college-level training and fits OPM’s professional standards. Research position: a professional job mainly doing scientific research that usually needs graduate study. For GS-7, the person must have earned a bachelor’s within 2 years in the required field, have at least a 3.0 overall GPA, and at least a 3.5 GPA in field courses. For GS-9 and GS-11, the person must have earned a graduate degree within 2 years in the required field and have at least a 3.5 graduate GPA in the field. For a GS-12 research position, the person must have earned a graduate degree within 2 years in the required field and have at least a 3.5 graduate GPA in the field. Preference eligibles who meet these rules must be considered before non-preference eligibles. These hires are career-conditional appointments in the competitive civil service.
