Every two years, each intelligence element’s chief information officer must make a list of all software licenses the element has, both used and unused. They must also look for ways to save money by centralizing license management, using automated tools to track licenses, analyzing license data to guide buying, and training staff to manage licenses. Each element sends its inventory and findings to the Intelligence Community Chief Information Officer. Every two years, the Intelligence Community Chief Information Officer combines those lists into a community-wide inventory, makes a community assessment, and gives buying and usage recommendations to the Director of National Intelligence. The combined inventory is shared with the congressional intelligence committees. Within 180 days after the Director gets the recommendations, the Director must, as much as possible, issue guidelines for software buying and use.
