The Director of National Intelligence must each year send Congress a multi-year plan showing estimated spending and requested funding for the national intelligence program. The plan must cover the budget year and at least four succeeding fiscal years. It must be sent at or about the same time the federal budget is submitted to Congress under section 1105(a) of title 31. The Director and the Secretary of Defense must make sure the plan’s numbers match the budget under section 1105(a) of title 31 and the Defense future-years program under section 221 of title 10. The report goes to these committees: Senate Armed Services, Senate Appropriations, Senate Select Committee on Intelligence; House Armed Services, House Appropriations, House Permanent Select Committee on Intelligence.
