Allows the Agency to spend the money it gets to do its work. That money can pay for many things the Agency needs, such as staff pay and services, rent, health services, certain death payments, news and library services, cameras and communications gear, cars, planes, boats, transportation for staff (including some commuting to isolated stations), printing, firearms and ammo, travel to useful meetings, bond premiums, claims, land, buildings, repairs, and other supplies, equipment, personnel, and contracts when the Director approves them. The Agency may spend these sums without following some normal government spending rules. For secret, emergency, or unusual purchases, the Director’s certificate is the only receipt needed. If the Director makes a novel and significant expenditure, the Director must tell the Permanent Select Committee on Intelligence of the House, the Select Committee on Intelligence of the Senate, the Subcommittee on Defense of the Senate Appropriations Committee, and the Subcommittee on Defense of the House Appropriations Committee within 30 days. By 180 days after December 18, 2025, the Director must write rules that define “novel and significant,” set procedures to find such spending, and require timely notice to Congress. The Director must review and update those rules and brief the listed committees within 60 days after the initial rules and within 60 days after any major changes.
