Title 50 › Chapter CHAPTER 48— - DEPARTMENT OF DEFENSE COOPERATIVE THREAT REDUCTION › Subchapter SUBCHAPTER I— - PROGRAM AUTHORITIES › § 3711
The Secretary of Defense may run a Cooperative Threat Reduction Program with other countries to remove, destroy, transport, and store chemical, biological, and nuclear weapons, their parts, related materials, and delivery systems; stop the spread of weapons-related materials, technology, and expertise; help detect and report dangerous diseases that could affect U.S. forces or allies; and carry out military-to-military and defense contacts that support these goals. Under the program the Secretary can provide equipment, goods, and services (but not give money directly to a project), help with planning and technical problems, and pay for short-term needs tied to weapons destruction. The Secretary can reimburse other federal agencies for their participation. Military-to-military contacts must be focused on building relationships, run as part of the program, and include the combatant commands and the State Department. The program may need concurrence from the Secretary of State or another agency head as required by law, unless exempt for activities before December 19, 2014. At least 15 days before spending any Cooperative Threat Reduction funds, the Secretary must send the congressional defense committees a report saying what will be funded, how much it will cost, and what other U.S. agencies or private parties will be involved, unless a prior notification already covered those details.
