The President must run scientific, technical, and economic studies about minerals and ores found in the United States, its territories, or other reliable sources when those materials are needed for defense, industry, or essential civilian uses and are scarce at home. The studies must look for new sources, substitutes, ways to save supplies, and how to mine, process, and cost-effectively produce them. These studies can be done on public land and on private land with the owner’s permission. The President must also study using farm products to make strategic materials and study other strategic materials named in section 98b(a). The work includes finding new sources, better refining or processing to make stockpiled materials easier to store or use, and supporting research by grants or contracts to find substitutes or more efficient production and use.
