Create and run a national space grant college and fellowship program inside the agency. The program must give financial help and other support, follow long-range plans set by the Administrator, and be regularly reviewed. The program must use those plans, advise the Administrator about available university and fellowship expertise and make that expertise available, check grants and contracts made under sections 40304 and 40305 to ensure they meet the goals in section 40301, encourage other federal agencies to use or work with its expertise, advise on who should get program support or have it ended, and support the growth of new space grant and fellowship programs. The Administrator can accept gifts, take funds from other federal agencies, and make rules to run the program. Each year the Administrator must maximize appropriated money for grants and contracts and keep program administration costs to no more than 5 percent of the program’s funds. If the 5 percent limit is missed, the Administrator must tell the appropriate Congressional committees why and explain how they will meet the limit next year without using other federal money.
