The Administrator can give grants or make contracts to help space grant and fellowship programs that carry out the goals in section 40301. Normally the grant or contract can pay up to 66 percent of a project’s total cost, except when the money comes from funds accepted under section 40303(c)(2). Any person may apply in the form and way the Administrator requires. The Administrator can also make special grants that pay up to 100 percent of a project if three things are true: the applicant cannot meet the usual matching rule; the project’s likely benefit is greater than the public interest in keeping the match; and the same benefit cannot be gotten through a regular grant or a contract under subsection (a) or section 40305. Grants and contracts are subject to other terms the Administrator sets. Funds may not be used to buy land, buy or build or repair buildings, or buy or build launch facilities or vehicles, though leasing those items is allowed with written approval. Recipients must keep records (showing how money was spent, total project cost, and other funding) for 3 years after the project ends and must allow audits by the Administrator and the Comptroller General.
