Defines key words used in the chapter. “Cost of fulfilling user requests” means the extra costs directly tied to making, copying, and sending unenhanced data to users, and does not include buying or writing off government-owned equipment or other costs not caused by the request. “Data continuity” means keeping unenhanced data collected and available so they match earlier Landsat data enough for users to compare changes over time and to work with the same reception and processing methods. “Data preprocessing” covers basic fixes like removing sensor errors, aligning images to Earth features, and calibrating spectral response, but does not include analysis, derived calculations, or combining the data with other sources. “Land remote sensing” means collecting satellite data that can be turned into pictures of the Earth’s surface from unclassified satellites, not including an operational U.S. Government weather satellite. “Landsat Program Management” means the unified management set up under the Administrator and the Secretary of Defense, made up of officers and staff from the Administration, the Department of Defense, and any other federal agencies the President names. “Landsat system” means Landsats 1–6 and any later U.S. Government land-imaging satellites and their related government-owned ground equipment and facilities. “Landsat 6 contractor” means the private company awarded the contract to build, operate, and market Landsat 6 data. “Landsat 7” means the follow-on satellite to Landsat 6. “National Satellite Land Remote Sensing Data Archive” means the archive the Secretary of the Interior set up under the duties in section 60142. “Noncommercial purposes” means using unenhanced data only if you don’t use it for commercial bids or profit-making products, you publish results openly and promptly unless doing so would harm national security, foreign policy, or break the law, and you don’t distribute the data in competition with the Landsat 6 contractor. “Secretary” means the Secretary of Commerce. “Unenhanced data” means raw land remote sensing signals or images, or those that had only basic preprocessing. “United States Government and its affiliated users” means federal agencies; researchers in the U.S. Global Change Research Program and similar international programs; and other researchers or foreign groups that have cooperative agreements with the U.S. Government to use Landsat data for noncommercial work.
