Give priority to private companies to build and the run the next Landsat-like satellite system if a private group can pay for and manage it while still meeting the goals and not harming U.S. domestic, national security, or foreign policy interests, and without the U.S. government competing. The goals are to provide data for civilian, security, commercial, and foreign-policy uses; keep continuity with Landsat data; and include improvements (including ones tested under section 60133) that could make the system cheaper and more useful.
