Operators of commercial remote sensing space systems must apply to the Federal Communications Commission for any radio equipment when the Communications Act of 1934 (47 U.S.C. 151 et seq.) requires it. The FCC should finish radio licensing within 120 days of getting an application and, if it does not, must tell the applicant what issues remain and how to fix them. Building or developing U.S. land remote sensing systems or parts is allowed while licensing is pending, except for radio transmitters or their components. Any frequency assignments the FCC makes must follow international agreements and serve the public interest.
