Each State must set up ways for people to register to vote in federal elections, beyond any methods it already has. The State must let people register when they apply for a driver's license, by mail, and in person at the local registration office and at certain federal, state, or nonprofit offices. Two exceptions apply. The rules do not apply to a State that, under a law in effect continuously on and after August 1, 1994, has no voter registration requirement for federal elections. The rules also do not apply to a State that, under a law in effect continuously on and after August 1, 1994, or passed on or before that date to take effect when this law began, allows all voters to register at the polling place during a general federal election, so long as that law remains in effect.
