The Secretary must make sure any movie or still-photo shoot in a National Park unit follows park laws and the unit’s management plan. Small shoots with fewer than 6 people that meet certain rules do not need a permit or fee. Shoots that are simply part of an allowed event (like a wedding, reunion, or graduation) also do not need a permit, no matter how many people are there or whether someone is paid. Any video, photo, or audio made for content creation counts as a shoot under these rules. For groups of 6 to 8 people that meet the rules, the Secretary will offer a free “de minimis” authorization you can get online or in person, with automatic approval if the rules are met. Shoots with more than 8 people or that don’t meet the rules may need a permit and a reasonable fee based on days, crew size, gear, and other factors. The Service can also charge applicants for the costs of processing permits. The Secretary can refuse permission if the shoot would damage resources, unreasonably disturb visitors, or create a safety risk, and must provide a timely permit process and try to coordinate permits across agencies or park units.
