If a property meets the National Historic Landmark rules in section 302103, it must be named a National Historic Landmark and added to the National Register, following the rules in section 302107. Any historic place that was on the National Register on December 12, 1980, is treated as having been on the Register from the date it was first listed. Places listed in the Federal Register on February 6, 1979, or earlier, were declared by Congress to be National Historic Landmarks of national importance from their original listing date for the purposes of this division and chapter 3201, except that a Landmark district with no boundaries as of December 12, 1980, must have its boundaries published in the Federal Register first.
