Department research must be unclassified whenever possible. Under Secretaries may carry out research, development, demonstration, or deployment activities, but they must coordinate those activities through the Under Secretary for Science and Technology. The Secretary, through the Under Secretary for Science and Technology, may make rules about research, development, demonstration, testing, and evaluation, including how those activities are run, funded, and reviewed. At least 60 days before any transfer of Department of Energy life sciences activities under section 183(1)(D) of this title, the President must notify the appropriate congressional committees and explain the reasons for the transfer and how it will affect DOE activities.
