Create an employee engagement steering committee no later than 120 days after December 27, 2021. The committee must include people from operations, headquarters, and the field (both supervisors and nonsupervisors), plus employee labor organizations, and be led by the Under Secretary for Management. The committee will find what hurts employee morale and engagement from surveys and other feedback, design and share fixes and best practices, watch how each part of the Department responds, advise the Secretary, and meet and report at least once each quarter. Within 120 days after the committee starts, the Secretary, through the Chief Human Capital Officer, must issue a Departmentwide action plan based on the committee and employee feedback. Each component head must make and carry out a matching plan with goals and measures, involve employees and labor reps where relevant, track progress, and send quarterly reports to the Chief Human Capital Officer and the committee. All of this ends five years after December 27, 2021.
