Sets the official meanings of words used in this part of the law. Administrator — the head of the Federal Emergency Management Agency (FEMA). Appropriate committees of Congress — the Senate Committee on Homeland Security and Governmental Affairs and any House committees the Speaker picks. Critical infrastructure sectors — 17 key sectors, such as agriculture and food, banking and finance, energy, water, health care, transportation, telecommunications, emergency services, government facilities, chemical industries, dams, nuclear, information technology, postal/shipping, defense industrial base, commercial facilities, and national monuments. Directly eligible tribe — an Indian tribe in the continental U.S. that runs law enforcement or emergency services, meets at least one geographic or size condition (on or near an international border or ocean, within 10 miles of a prioritized critical infrastructure asset, within or next to one of the 50 most populous metropolitan areas, or whose jurisdiction includes at least 1,000 square miles of Indian country), certifies the State has not provided the same funds, or a consortium of such tribes. Eligible metropolitan area — any of the 100 most populous metropolitan statistical areas. High-risk urban area — an urban area formally designated as high-risk under section 604(b)(3)(A). Indian tribe — has the meaning given in 25 U.S.C. 5304(e). Metropolitan statistical area — as defined by the Office of Management and Budget. National Special Security Event — an event given special security because its importance makes it a possible target of terrorism or serious crime. Population — the latest U.S. census population estimates available at the start of the relevant fiscal year. Population density — population divided by land area in square miles. Qualified intelligence analyst — an intelligence analyst (see section 124h(j)), including law enforcement, who has completed Secretary-approved training for baseline proficiency or has equivalent experience, with training that may use a curriculum from section 124f. Target capabilities — the preparedness goals for federal, state, local, and tribal governments for which guidance must be made under section 746(a). Tribal government — the government of an Indian tribe.
