The Administrator must set up, with the National Council on Disability and the National Advisory Council, a system that constantly checks the Nation’s prevention and preparedness, including how ready operations are. The Administrator must also make sure each part of the national preparedness system — such as the National Incident Management System, the National Response Plan, other related plans, and the reports required under section 752 of this title — has clear, measurable performance goals and results. The assessment will check compliance, compare current capability levels to the target capability levels set under the guidelines in section 746(a) of this title, identify resources needed to reach those targets, and review training, exercises, and operations.
