The Secretary or the Commodity Credit Corporation must make rules needed to run this part. Anyone who knowingly breaks those rules can be fined up to $5,000 for each violation. Any decision to set, change, or stop allotments must be quickly published in the Federal Register with the reasons. Federal district courts can enforce these rules and stop violations. When asked by the Secretary, U.S. attorneys must bring cases to enforce the rules and collect fines, though the Secretary can choose to issue a written warning instead. These penalties are in addition to any other legal remedies.
