A county committee can forgive some or all penalties when a producer samples, turns, moves, or replaces grain or another commodity that is collateral for a Commodity Credit Corporation loan or is in a producer reserve program, if the committee finds the action was accidental, done from lack of knowledge, or done to prevent spoilage, and if it did not harm anyone’s rights or interests. The committee must send its decision to the Administrator of the Agricultural Stabilization and Conservation Service and the State committee. Either of them can disapprove the decision within 60 days. If neither disapproves it within 60 days, the decision stands.
