The Secretary must provide emergency feed help to protect and keep livestock in any state or area where the Secretary finds an emergency because of things like disease, pests, weather disasters (floods, droughts, fires, storms, extreme heat), earthquakes, or other natural disasters. Farmers, ranchers, and aquaculture producers in a county next to an affected county can also get help if they meet the program’s other rules. Those nearby producers may apply at any time during the eight-month period that starts the day the Secretary makes the finding for the affected county.
