If the Secretary decides a livestock emergency needs extra help beyond other aid, the Secretary must run one or more special programs. These can include donating feed owned by the Commodity Credit Corporation (and paying to move it) for stray or unclaimed animals for a time set by the Secretary; paying up to 50 percent of costs for water systems (pipelines, tanks, troughs), digging or deepening wells or ponds, or developing springs or seeps; paying up to 50 percent to burn prickly pear cactus so animals can eat it; and offering CCC commodities to producers by catalog in lots small enough for small producers to get by certificate exchange. The Secretary may make at least $25,000,000 available for the water-related reimbursements in 1988 and 1989.
