The Commodity Credit Corporation must make rules to run this part of the law. The rules must set up steps so requests for help from a Governor or county committee under section 1471b, and individual livestock producer applications under section 1471c, are handled and decided as quickly as possible. For this program, wild or native plants that animals do not normally eat, such as cactus, cannot be counted as feed on hand.
