If someone gets feed for a livestock producer under this program and gets rid of it in a way the Secretary did not allow, two penalties can apply. They must pay a civil penalty equal to the feed's market value, and the Secretary can sue to get that money; they can also be charged with a misdemeanor and, if convicted, fined up to $1,000, jailed for up to one year, or both.
