The Secretary can make and insure loans under 1923(a) or 1924(a)(1)–(5). Loans go to U.S. farmers and ranchers who are citizens, meet paragraphs (2)–(4) of 1922, cannot get enough credit under 1922, own or run small or family farms including new owners, have low income, and need to increase farm income. The Secretary may also lend to farmer-controlled cooperatives or domestic corporations or partnerships if all owners are citizens and the entity and owners meet paragraphs (2)–(6). Payments must be smaller at first and larger later, as the Secretary decides.
