Lets the Authority, with the Federal cochair's approval, raise the federal share of a regional project's cost to as much as 90% when states or local areas cannot afford their required match or when the usual federal funds are not enough. The extra federal money must come from amounts set aside under this subchapter. Before any federal money is provided under this rule, the federal official who runs the grant program must certify that the project follows the program's rules (except for the increased share allowed above) and that the project could be approved if funds were available. The Authority's own approvals are the controlling decisions and federal agencies must accept them. The Federal cochair must accept any reports or documents the agencies would normally need.
