Stockyard owners and market agencies must provide services when someone makes a reasonable request. Those services must be fair and not denied for unreasonable or biased reasons. If a State agency weighs livestock at a stockyard, the Secretary can register that agency as a market agency if it asks. After registration the agency and its members must follow the rules in this chapter. If they don't follow the Secretary's orders, the Secretary can cancel the registration and enforce that under section 216.
