After a full hearing under a complaint in section 210, or after the Secretary starts a hearing on their own, the Secretary may decide that a stockyard owner’s or market agency’s rates, charges, rules, or practices for stockyard services violate sections 205, 206, or 208. The Secretary can set fair maximum or minimum charges and the rules to follow, allow the owner to pick percentage or per‑head pricing (or another basis unless it breaks section 206), and order the owner to stop the violation, charge only the set rates, and follow the set rules.
