Defines two terms used in sections 2204–1 to 2204–5. Regulatory order means an official action—like an order, marketing agreement, permit, license, certificate, award, rule, or similar item—that has the force of law and can only be issued after notice and a hearing or a chance for a hearing. Regulatory function means making or issuing a regulatory order, deciding if the law allows or requires it, and any steps needed before, during, or after that process.
