The Department of Agriculture can hire trained law enforcement officers or special agents to protect the Secretary and the Deputy Secretary. They can protect them while doing official work and during activities before or after that work. They can also protect someone who is with them if there is a specific threat. If there is a clear threat of physical harm, the Secretary can order continuous protection. The same protection can be given to another senior officer representing the Secretary, including someone nominated to be Secretary, if there is a clear threat. Those officers may carry firearms, investigate threats, make warrantless arrests for federal crimes they witness, do protective intelligence and site checks, and work with local police. They must follow guidelines from the Attorney General and any extra rules the Secretary issues. These powers apply despite section 1343(b)(1) of title 31. By September 30, 2019, and each September 30 through 2024, the Secretary must report to the House and Senate Agriculture Committees about the protection provided and the money spent.
