After the marketing quota is announced under section 1342, the Secretary must hold a secret ballot vote of farmers who grew cotton in the calendar year of the vote. The vote must be held no later than December 15 after the announcement. If more than one-third of voters oppose the quota, the quota stops when the results are announced. The Secretary must announce results within 30 days after the vote. As an exception, the referendum on the national quota for the marketing year beginning August 1, 1986, may be held no later than 31 days after the first session of the Ninety-ninth Congress adjourns sine die.
