A live poultry dealer, or any officer, director, agent, or employee of that dealer, must follow any order the Secretary issues under section 228b–2. Not following the order is a violation once the order becomes final. An order is final in three situations: (1) after the deadline to ask the appeals court to set aside or change the order passes with no petition filed; (2) after the appeals court has upheld the order and the deadline to ask the Supreme Court to review it passes with no review request filed; or (3) after the courts have upheld the order as described in section 228b–3.
