Defines three key terms. Rural development means planning and funding projects, services, and businesses that improve rural living, jobs, natural resources, and local leadership. State means the States, the Commonwealth of Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, and the Northern Mariana Islands. Small farm means a family farm that meets three tests: family net income (farm and nonfarm) is below the State’s median nonmetropolitan income; the family depends on farming for a significant, though not necessarily majority, share of income; and family members provide most of the labor and management.
