Makes the Department of Agriculture the lead federal agency for food and agricultural sciences and says research, extension, and teaching are three separate missions the Department must carry out. It requires better coordination and planning of those programs, setting priorities, and making sure goals are met. Requires that research results be shared and shown to farmers, food businesses, consumers, and others who can use them. Calls for more cooperation among federal agencies, States, experiment stations, colleges and universities, and user groups. Creates new and improved programs, including competitive grants for high‑priority research, for research facilities and equipment, and for education grants and fellowships to strengthen research, extension, and teaching.
