Within ninety days after September 29, 1977, the Secretary and the Secretary of Health and Human Services must give Congress a plan for a national system to track nutritional health. The plan must include an assessment made from regular surveys and ongoing checks to find how big nutrition-related health risks are, which groups or places face the most risk, and the likely causes and trends; a surveillance setup to spot treatable nutrition risks for people or local areas and link detection to direct care, using screening and data from other health programs (including titles V, XVIII, and XIX of the Social Security Act and section 330 of the Public Health Service Act); and program evaluations to see if nutrition programs are adequate, efficient, effective, and have side effects. The plan must also show how current authorities will be coordinated and recommend any new authorities needed to make the monitoring system work.
