Deans or directors at eligible institutions must prepare and review research proposals for animal health and disease projects that would be paid with funds allocated to the States under the law. The proposals must include data showing they meet the law’s purpose, follow the rules for how the funds can be used, and meet the Secretary’s general eligibility guidelines. After a dean or director approves a proposal, they must send it to the Secretary before any funds are assigned. The submission must include a short summary showing the project follows the law’s rules and the Secretary’s guidelines.
