The Secretary can give competitive grants to buy special research equipment for food and agricultural science programs at eligible institutions. Each grant may not be more than $500,000. Equipment purchase costs or depreciation paid with these grants cannot be charged as indirect costs to another federal grant, and they cannot be counted in the pool used to calculate an institution’s indirect cost rate. Eligible institutions are colleges or universities and State cooperative institutions. Congress authorized $5,000,000 for each of fiscal years 2019 through 2023 to fund this program.
