Creates the New Era Rural Technology Program to give grants for technology development, applied research, and training to build an agriculture-based renewable energy workforce. The program supports bioenergy, pulp and paper manufacturing, agriculture-based renewable energy resources, and precision agriculture. community college: a one- or two-year higher education institution that admits adult students, does not award bachelor’s degrees, and offers programs that can lead to a degree or prepare technicians. To get money, an applicant must be a community college or advanced technical center in a rural area that existed on the date of enactment, do agricultural or bioenergy research, show a record of training certified technicians as the Secretary decides, and be able to use existing partnerships and outreach. Preference will go to groups working together to share information and meet the program goals. Funds as needed are authorized for fiscal years 2019 through 2023.
