Provides money for agricultural biosecurity work and sets how much may be appropriated: necessary sums for each of fiscal years 2002–2013, $20,000,000 each year for 2014–2018, and $30,000,000 each year for 2019–2023. The Secretary must use these funds (including by competitive grants and agreements) to protect the United States food and agricultural system from chemical or biological attack. That includes research and education, planning, training, outreach, vulnerability analysis, detection and prevention technologies, incident response, long‑term partnerships with colleges and other institutions, competitive grants for counterbioterrorism research, and coordination of the tactical science work of the Department’s Research, Education, and Economics mission area.
