The Secretary can carry out investigations when needed to administer this part of the law or to find out if someone covered by it has broken, or is about to break, its rules or any order made under it. To do that, the Secretary can make people swear to tell the truth, order witnesses to appear, gather testimony and evidence, and require relevant records from anywhere in the United States. If someone refuses a subpoena or disobeys, the Secretary can ask a federal court where the case fits or where the person lives or works to force compliance. The court can order the person to produce records or testify, punish them for contempt if they disobey, and have legal papers served where the person lives or is found.
