Defines key terms used in the chapter. Comprehensive plan is the plan made under section 5313. Coordinated program is the National Nutrition Monitoring and Related Research Program set up under section 5311(a). Interagency Board or Board is the federal coordinating body created under section 5311(c). Joint Implementation Plan for a Comprehensive National Nutrition Monitoring System is the plan with that title dated August 18, 1981, submitted by the Department of Agriculture and the Department of Health and Human Services under section 3178. Local government means a local general unit of government or a local educational unit. National Nutrition Monitoring Advisory Council or Council is the advisory body created under section 5331. Nutrition monitoring and related research covers the activities that give timely information about how nutrition affects U.S. health, including measurements of diet and health status, food intake, food composition and nutrient databases, people’s diet knowledge and attitudes, and food supply and demand. Nutritional quality covers nutrient amounts and balance in the diet, how the body uses nutrients (absorption, digestion, use), and the role of non‑nutrient food components like fiber and phytate. Secretaries means the Secretary of Agriculture and the Secretary of Health and Human Services acting together.
