The Secretary of Agriculture must issue a single national order (rule) for mushroom producers, importers, and first handlers to carry out the policy in section 6101(b). Only one such order can be in effect at any time. If the Secretary or an affected person asks for an order and sends a proposal, the Secretary must publish the proposed order and allow public comment (within 60 days after getting a request and proposal). After considering comments, the Secretary issues the order. If producers and importers approve it under section 6105(a), it must take effect no later than 180 days after the proposed order was published. The Secretary can later amend the order, and the same procedures apply to any changes.
