Each year the Secretary of Agriculture must meet with cotton industry representatives. They will review how programs under the Cotton Standards Act, the Cotton Statistics and Estimates Act, and the United States Warehouse Act are working and how those programs affect growers’ prices and sales at home and abroad, and look for ways to improve funding and management. No matter what other laws say, the Secretary must also keep the national cotton standards, warehouse licensing and inspection rules, and the federal cotton grading system running so U.S. cotton has a government-backed description of its quality.
