An order can let the Board, with the Secretary’s approval, do several optional things. The Board may exempt limes that are exported if it puts safeguards in place; set different handler payment and reporting schedules to match different marketing practices; form working groups of producers, handlers, importers, exporters, and the public to help develop research and marketing programs; build a reserve from collected assessments up to one year’s operating budget; use collected funds, with the Secretary’s OK, to expand foreign sales; and add other necessary terms that do not conflict with the chapter.
