Board — the United Soybean Board; Committee — the Soybean Program Coordinating Committee; Department — the Department of Agriculture; Secretary — the Secretary of Agriculture; commerce — trade across state lines, with other countries, or within a state; soybeans — all varieties of Glycine max or Glycine soya; soybean products — items made wholly or partly from soybeans or soybean by-products; person — any individual, group, business, or other legal entity; producer — someone growing soybeans in the United States who owns or shares ownership and risk; first purchaser — anyone who buys soybeans from a producer, except the Commodity Credit Corporation when soybeans are pledged as loan collateral; marketing — selling or otherwise moving soybeans or soybean products in any market channel; promotion — actions like advertising, technical help, or trade work to make soybeans more desirable; consumer information — facts to help people decide to buy, prepare, or use soybeans or soybean products; industry information — programs and facts to build new markets, marketing, efficiency, or the industry's image; research — studies to improve image, marketability, production, products, quality, function, or nutrition, including finding export barriers; net market price — the price a producer actually gets after quality adjustments, or the principal amount of a loan when soybeans are used as collateral; order — an order issued under section 6303; qualified State soybean board — a State-authorized promotion group, or if none exists, a producer-run State group that takes voluntary contributions, runs promotion/research/consumer or industry information programs, and meets Board-approved criteria; State and United States — the 50 U.S. states, the District of Columbia, and the Commonwealth of Puerto Rico.
