The Secretary must create one national order that applies to soybean farmers and the first buyers of soybeans, and only one such order can be in effect at a time. The Secretary can start a proposed order, or a soybean growers’ group or any affected person can ask for one and send in a plan. When the Secretary gets a request or decides to propose an order, the Secretary must publish the proposal and allow public comment within 30 days of getting the request or when deciding to propose. After taking comments into account, the Secretary must issue the final order and make it effective no later than 180 days after the proposed order is published. The Secretary may also change an order later, and the same rules for proposing and issuing orders apply to those changes.
