The Secretary must create one national order that applies to qualified handlers of cut flowers and cut greens. Only one such order can be in effect at a time. The Secretary can start a proposal, or an industry group that represents a substantial number of those who would be assessed, or anyone else who would be affected can ask for and submit a proposal. The Secretary must publish the proposed order and allow public comment within 60 days of starting or getting a proposal. After comments, the Secretary must issue the final order within 180 days of publication and must consider the comments. The Secretary may change an order later, and the same rules apply to amendments.
