Creates a new job in the Department of Agriculture called the National Beginning Farmer and Rancher Coordinator. The National Coordinator must advise the Secretary and coordinate the Department’s programs and policies for beginning farmers and ranchers. The Coordinator must decide, with help from State food and agriculture councils, whether to approve State plans. The Coordinator can also run outreach, help new farmers connect with owners or operators who plan to stop farming within 5 years, and help agencies work together. The Coordinator must publish a report at least once a year on what was done. The Coordinator may hire colleges, extension services, or nonprofits to do research on farm profitability (for farms in operation at least 5 years), make education materials, run trainings or certified vocational courses, and organize mentoring. Each State gets a State beginning farmer and rancher coordinator chosen from employees in State offices. State office means a State office of the Farm Service Agency, Natural Resources Conservation Service, Rural Business-Cooperative Service, Rural Utilities Service, or a regional Risk Management Agency office. State coordinators must know beginning farmer issues and be able to work with other Federal agencies. The Secretary must give them training on Department programs for all types and sizes of farms. State coordinators must help people get technical assistance, write and submit a State plan for improving Department services to new farmers, run an approved plan, share information at outreach events, and work with partners and other agencies on outreach.
