Requires the Commission to consider rules so contract markets for farm commodities: set delivery steps including storage costs; lower cost and margin barriers so U.S. producers can hedge; allow smaller contracts; and provide information and help to producers. Within 1 year after December 21, 2000, the Commission must report to House Agriculture Committee and Senate Agriculture, Nutrition, and Forestry Committee on steps taken and market actions.
