An order can include extra terms the Secretary approves to help carry it out. It can let the Board set different payment and reporting schedules for handlers, form working groups of producers, handlers, importers, exporters, or the public to help with research and marketing, and build a reserve from assessments to keep programs running when income falls, but the reserve can’t exceed the budget for 1 year. With the Secretary’s approval, the Board may also use assessment money and other funds to develop and expand U.S. kiwifruit sales in foreign markets.
